Infrastructure upgrades to Alberta’s Evan Thomas Water & Wastewater Treatment Plant in Kananaskis received a P3 Service Delivery Award at The Canadian Council for Public-Private Partnerships’ (CCPPP) annual awards event held earlier in October.
Known as the National Awards for Innovation & Excellence in P3s, the event recognizes a wide range of P3 projects. The service delivery award category is for projects that have reached at least two years of full operation with a strong track record for maintenance, and accommodated changing public policy objectives of the public sector partner.
EPCOR is the financier and operator of the facilities. LSI provided the construction services, with Stantec leading the design.
“This may be the most diverse range of assets, project locations and stages of project life cycles of Canadian P3 projects we’ve ever had nominated in the almost 30 years we’ve hosted the national awards program,” announced Lisa Mitchell, president and CEO of the CCPPP, in a statement.

Created in 1998, the awards celebrate and recognize Canada’s cutting-edge infrastructure projects involving public sector entities like governments and educational institutions partnering with the private sector.

The Evan Thomas plant required upgrades to the water and wastewater treatment plants, new potable water reservoirs, and extensive distribution piping. The total cost of the 12-year contract is $59.6 million, saving a projected $2.4 million, explains the CCPPP, compared to a traditional approach and transferring key construction and operation risks to the private sector.
The project included 12 kilometres of water distribution piping. The capacity of the water treatment plant was increased from 1.2 MLD to 3 MLD, while the wastewater treatment plant was increased from 1.2 MLD to 1.8 MLD. The two new potable reservoirs each hold 2.8 million litres.
