Engineering and consulting firm Arcadis has entered into a multi-year Master Service Agreement with CCI BioEnergy to provide engineering and design services for organics processing projects across North America, beginning with a major expansion of the City of Toronto’s Disco Road Organics Processing Facility.

The first project under the agreement will see Arcadis assist with preliminary and detailed design work for the pre-treatment system and portions of the anaerobic digestion process at the Disco Road facility. The expansion is expected to increase the site’s annual processing capacity from approximately 75,000 tonnes of post-consumer organic waste to 125,000 tonnes, with peak capacity reaching 140,000 tonnes per year.

The facility processes material collected through Toronto’s Green Bin program, including food waste, diapers, pet waste, and other organic materials typically bagged in plastic or compostable liners. Once delivered, the waste is sorted to remove contaminants before entering an anaerobic digestion system that converts the material into biogas and digester solids. These byproducts can be upgraded into renewable natural gas or processed into Class AA compost for agricultural use, while treated wastewater is discharged into the municipal wastewater system.

CCI BioEnergy’s proprietary BTA® Process has been used at the facility since 2002 and has helped divert more than one million tonnes of organic waste from landfill.

Arcadis began design work on January 8, 2026. According to the companies, the broader partnership will focus on advancing organics processing, sludge treatment, and mixed waste organics solutions for municipal and wastewater clients across Canada and the U.S.

René de Vries, client development director at Arcadis, said the partnership will help establish adaptable frameworks using advanced organics treatment technologies to support sustainable waste management.

“The collaboration with CCI BioEnergy on pre- and post-consumer organic waste, mixed waste, and sludge treatment will create a framework with advanced technologies that can be adapted to municipalities and wastewater systems across Canada and the United States,” announced de Vries in a statement.

Ward Janssens, president of CCI BioEnergy, said the company sought a partner with global engineering expertise to support improvements in sludge processing and source-separated organics treatment, adding that Arcadis’ experience made it well-suited for both the Disco Road expansion and future projects.

Construction timelines and additional project milestones have not yet been announced.

In December 2024, Veolia was awarded a contract to manage operations and maintenance at the City of Toronto’s Dufferin Organics Processing Facility, meaning the company will now oversee that facility as well as the Disco Road facility.
