A draft protocol developed by Environment and Climate Change Canada (ECCC) that aims to create incentives to reduce liquid manure methane emissions is approaching the end of the public comment phase.
Storage of livestock liquid manure in systems such as lagoons, produces methane, but use of anaerobic digestion, chemical, or mechanical manure treatments can reduce methane emissions.
Three federal offset protocols have been already approved. They include: Landfill Methane Recovery and Destruction, Reducing Greenhouse Gas Emissions from Refrigeration Systems and Improved Forest Management on Private Land.
The federal offset protocol will create an incentive for farmers, livestock operation owners, and other project developers to implement measures that treat liquid manure to reduce methane (CH4) emissions. These activities will generate GHG emission reductions for which federal offset credits may be issued under the Canadian Greenhouse Gas Offset Credit System Regulations.

Eligible projects include chemical treatment systems using acidification to reduce manure methane during storage of acidified liquid sludge; installation and use of a mechanical treatment system separating manure into two outputs; and use of an anaerobic digestion system allowing the recovery and destruction of the produced manure methane through a flare, or a device to use the biogas for energy generation, instead of being passively released to the atmosphere.
The deadline for comments on this draft protocol is April 29, 2025.
