Two Ontario companies and an apartment complex director have been fined for separate drinking water and stormwater violations in Kaladar and Niagara Falls.
Orah Meadows Inc. and its sole director, Deborah Edwards, were fined for failing to comply with a provincial officer’s order related to the drinking water system at a seven-unit apartment complex in Kaladar, west of Kingston. In a separate case, Mancuso Chemical Limited was fined for operating a stormwater management system without provincial approval.
Apartment owner, director fined over drinking water order
According to a court bulletin, Orah Meadows owns a seven-unit apartment complex at 75 Station Rd., where the Ministry of the Environment, Conservation and Parks (MECP) began investigating water quality concerns following a complaint in May 2023.
The ministry determined that Orah Meadows had failed to register the drinking water system, retain a certified operator and conduct regular drinking water sampling.

After what the ministry described as multiple unsuccessful attempts to bring the company into voluntary compliance, a provincial officer’s order was issued to both Orah Meadows and Edwards.
The order was not complied with, resulting in an investigation by the ministry’s Environmental Investigations and Enforcement Branch and subsequent charges.
On January 6, 2026, Orah Meadows was convicted in Kingston of one violation under Ontario’s Safe Drinking Water Act, 2002, covering offences between March 1, 2024, and March 4, 2025.
The company was fined $3,000, plus a $750 victim fine surcharge, and given 24 months to pay.
Edwards was convicted of one violation under the same Act and fined $1,000, plus a $250 victim fine surcharge. She was also given 24 months to pay.
Chemical manufacturer fined over unapproved stormwater system
In the separate Niagara Falls case, Mancuso Chemical Limited was fined $9,000 for operating a stormwater management system without ministry approval.
The company operates a chemical manufacturing facility at 5725 Progress St. in Niagara Falls.
According to a court bulletin, MECP staff attended the facility in August 2023 and observed stormwater being discharged off site, despite the ministry having previously raised concerns with the company.
Mancuso had applied for an Environmental Compliance Approval for a stormwater management system, but the application had not yet been approved when the discharge occurred, according to the ministry.
The MECP’s Environmental Investigations and Enforcement Branch investigated and laid charges.
Mancuso was convicted in Niagara on December 18, 2025, of one violation under the Ontario Water Resources Act related to an offence on August 11, 2023.
The company was fined $9,000, plus a $2,250 victim fine surcharge, and given 60 days to pay.
